Does Manpower (ManpowerGroup) hire people with felonies?
No published policy
Unclear.
Manpower (ManpowerGroup) hasn't published a policy on hiring people with criminal records.
Manpower's U.S. pages and postings don't say how records are reviewed, and ManpowerGroup's sustainability reporting describes second-chance work only outside the U.S. ManpowerGroup is not on the Second Chance Business Coalition member list.

What Manpower (ManpowerGroup) has said
Manpower is ManpowerGroup's staffing brand, placing associates in jobs with client companies. Screening varies by job: some U.S. Manpower postings list passing a background check, or a background check and drug screen, as a requirement, while others don't mention screening. We found no ManpowerGroup statement on hiring people with records in the U.S.; a second-chance program described in its 2025–2026 sustainability report is in Uruguay.
We didn't find a public statement from Manpower (ManpowerGroup) about hiring people with records: not on its careers site, in its reports, or in its announcements. That doesn't mean it won't hire you. It means there's nothing on the record to point to.
Does Manpower (ManpowerGroup) do background checks?
Manpower (ManpowerGroup) runs background checks for some roles. Some Manpower postings for client jobs list the ability to pass a background check as a requirement, and one forklift posting says the job requires a background check and drug screen. Many other postings we read don't mention a check. Manpower's privacy notice for its California associates says background screening may cover criminal history, sex offender registration, motor vehicle records, credit history, employment history, drug testing and education history, and that fingerprints are used for criminal history checks for certain sensitive positions. It doesn't say which checks apply to which jobs, when they happen or who runs them, and we found no similar notice for other states.1,2,3
Does Manpower (ManpowerGroup) drug test?
Manpower (ManpowerGroup) drug tests for some roles. A forklift operator posting for a client says the job requires a background check and drug screen. Most other postings we read don't mention drug testing, and Manpower hasn't published a drug-testing policy.2
Rules for specific jobs
- Assignments with client companies
Manpower postings describe jobs at client companies and list each job's own requirements, so whether a background check or drug screen is required can change from one assignment to the next.2
Your rights, and how far back a check can go
- Under the federal Fair Credit Reporting Act (FCRA), an employer must get your written permission before it gets a background report about you from a background screening company.7,8,9
- Before an employer decides not to hire, keep, or promote you because of something in a background report, it must give you a copy of the report and a document called "A Summary of Your Rights Under the Fair Credit Reporting Act."7,8
- You have the right to dispute inaccurate or incomplete information in your background report directly with the company that made it.7,10
- The FCRA's seven-year limit does not apply to criminal convictions, so under federal law a conviction can show up on a background report no matter how old it is.11,12
- Under the FCRA, background and credit reports generally cannot include arrest records, civil lawsuits, or civil judgments that are more than seven years old (or older than the statute of limitations, if that is longer).11,13
Before you apply
- You can ask a background screening company for the information it has on you, and the CFPB keeps a list of consumer reporting companies, including employment screening companies, with their contact details.7,10,14
- According to the Clean Slate Initiative, 14 states and Washington, D.C. have passed Clean Slate laws that meet its criteria for automatically clearing eligible records: Pennsylvania, Utah, New Jersey, Connecticut, Michigan, Delaware, Virginia, California, Oklahoma, Colorado, Minnesota, New York, Illinois, and Missouri, plus D.C.15
- The Federal Bonding Program, run by the U.S. Department of Labor, lets states give employers free fidelity bonds that protect them against losses from a newly hired worker's dishonest acts, for job seekers with past justice involvement or in recovery from substance use.16,17
